Our success in preventing future terrorist attacks depends on our ability to gather, analyze, and share information and intelligence regarding those who want to attack us, the tactics that they use, and the targets that they intend to attack. The intelligence and information sharing structures that once enabled the winning of the Cold War now require greater flexibility and resilience to confront the threats facing our Nation from a transnational terrorist movement determined to destroy our people, our freedoms, and our way of life.

Created by Congress and the President, the Information Sharing Environment (ISE) supports five communities -

Intelligence, Law Enforcement, Defense, Homeland Security, & Foreign Affairs

- by leveraging existing capabilities and aligning policies, standards and systems to ensure those responsible for combating terrorism have access to timely and accurate information. An improved Information Sharing Environment is being constructed on a foundation of trusted partnerships among Federal, State, local, and tribal governments, the private sector, and our foreign allies - partnerships based on a shared commitment to detect, prevent, disrupt, preempt, and mitigate the effects of terrorism against the United States.

ITACG Status Report Released

One of the Department of Homeland Security's most important initiatives in FY 2010 is support for the maturation of the Information Sharing Environment (ISE), and specifically, the continued enhancement of State and Major Urban Area fusion centers to include support for implementation of the Nationwide Suspicious Activity Reporting (SAR) Initiative (NSI). FY 2010 DHS grant funds are available for fusion centers that have privacy and civil rights/civil liberties (CR/CL) protections in place which are determined to be at least as comprehensive as the ISE Privacy Guidelines within 6 months of the award date.
