The ISE Implementation Plan responds to the requirements identified in the IRTPA and describes the actions the Federal Government, in coordination with its State, local, tribal, private sector and foreign partners, intends to carry out over a three year period (2007-2009) to establish the ISE. The Plan contains descriptions of the functions, capabilities, resources, and conceptual design of the ISE, a plan for deploying and operating the ISE, and a process for measuring implementation progress and performance. The ISE Implementation Plan also reflects the Presidentially-approved recommendations made pursuant to the December 2005 Memorandum prescribing Guidelines and Requirements for the ISE.

The Office of the PM-ISE works as an honest broker and facilitator to merge, align, and expand existing information sharing policies, processes, and technologies. This allows the government to leverage existing resources and helps identify the common and repeatable elements of successful programs. It also helps to build a spirit of collaboration and a culture of sharing among the various federal, state, local, tribal, and private-sector partners we depend on to prevent future attacks.
This process does not end with publishing a plan. The plan simply laid the groundwork for implementation and the start of the real work. As threats change, information needs shift, and technologies evolve, the ISE must prove resilient, sustainable, and adaptable. Thus the Implementation Plan is a living document, to be reviewed and updated as circumstances warrant.
