The ISE Privacy Guidelines, approved by the President, specifically state that "each agency's senior official with overall agency-wide responsibility for information privacy issues...shall directly oversee the agency's implementation of and compliance with these Guidelines." The ISE privacy official typically will be the agency's senior official who already bears overall responsibility for information privacy. Although the ISE privacy officer/senior official for privacy is a subject-matter expert with respect to privacy and civil liberties, he or she may need to reach out to program personnel familiar with ongoing agency terrorism-related information sharing arrangements.

Privacy officials are integral in the implementation of the ISE Privacy Guidelines within their department, agency, or component. The end result of this implementation will be an ISE privacy protection policy that establishes the mechanisms, policies, and procedures agency personnel will follow in implementing the ISE Privacy Guidelines.

The ISE privacy official:

• Is responsible for ensuring that the agency's policies, procedures, and systems are appropriately designed and executed in compliance with the ISE Privacy Guidelines.
• Is responsible for making changes to the agency's policies, procedures, and systems as necessary.
• Should be familiar with the agency's activities as they relate to the ISE.
• Should identify and address privacy and other legal issues arising out of the agency's participation in the ISE.
• Should ensure that appropriate agency personnel are trained in the ISE and the requirements of the ISE Privacy Guidelines.
