As federal departments and agencies (agencies) develop and use the Information Sharing Environment (ISE), they are required to implement the ISE Privacy Guidelines within their organizations. To assist them in their efforts, the Program Manager for the Information Sharing Environment has issued a variety of documents, including:

  1. Privacy and Civil Liberties Implementation Guide for the Information Sharing Environment (September 2007). The Guide provides a suggested process and outlines best practices to assist federal agencies in implementing the ISE Privacy Guidelines.
  2. Key Issues Guidance papers on such topics as redress; accountability, enforcement, and audit; data quality; data security; and notice mechanisms.
  3. Privacy and Civil Liberties Implementation Manual, designed to provide information, resources, tools, and guidance on the ISE Privacy Guidelines. The Manual supports agencies in understanding and implementing the ISE Privacy Guidelines while minimizing duplication of effort. The sections of the Implementation Manual are listed in the box located on the right.

In the Guide, elements of the guidelines are translated into a step-by-step process for agencies to follow in generating their ISE Privacy Protection Policy.

Implementation Process

Once developed, the ISE privacy protection policy is applied to the agency's ISE information sharing activities. To further assist Agencies, training is being developed to introduce the Manual in web applications. The Manual will be updated and supplemented as necessary by the ISE Privacy Guidelines Committee (PGC).
