The ISE Privacy Guidelines require "non-federal entities seeking access to protected information through the ISE to ensure that such non-federal entities develop and implement appropriate policies and procedures that provide protections that are at least as comprehensive as those contained in these Guidelines."
The Information Sharing Council is continuing its work with fusion centers through its State, Local, and Tribal Subcommittee. Guidance addressing privacy concerns in the development and operation of State and local fusion centers can be found in Guideline 8 of the Fusion Center Guidelines, issued by the U.S. Department of Justice's (DOJ) Global Justice Information Sharing Initiative, in coordination with the U.S. Department of Homeland Security (DHS). The Privacy Guidelines Committee is evaluating Guideline 8 in order to recommend specific guidance for fusion centers which would fulfill the requirement that their privacy policy be "at least as comprehensive" as the ISE Privacy Guidelines. Privacy efforts to assist State, local, and tribal entities have been supported through DOJ's Global Justice Information Sharing Initiative and fusion center technical assistance provided by DOJ and DHS.
