The ISE Privacy Guidelines call for state, local, and tribal government to develop and implement protections that are at least as comprehensive as those contained in the ISE Privacy Guidelines. The ISE Privacy Guidelines Committee (PGC) has formed a State, Local, and Tribal Working Group, which includes state and local representatives, to work on developing such protections. PGC representatives have attended several national and regional conferences, working group meetings, and similar sessions involving state and local representatives to work on privacy and civil liberties issues relating to information sharing with the Federal government.
A number of resources have been developed for fusion centers and state and local governments for developing privacy and civil liberties policies. Links are set forth below for ease of reference. Note that the National Strategy for Information Sharing calls for the establishment of baseline operational standareds for fusion centers, which are to build on the Global Justice Fusion Center Guidelines. Guideline 8 provides for the development of a privacy and civil liberties policy, and refers to many of the resources set forth below.
